污水管网行动计划编制策略及宁波江北区实践

Strategy of the Compilation on Sewage Pipe Action Plan and Its Practice in Jiangbei District of Ningbo City

城市排水管网是城市涉水系统的重要环节之一,随着城市的扩张,地下排水管网的问题逐渐暴露并日益显著。为了加快补齐城镇污水收集和处理设施短板,国家及地方纷纷下发提质增效相关文件,要求各地主管部门开展排水管网的修复、改造等工程,为尽快实现污水管网全覆盖、全收集、全处理目标打下基础。由于区域的问题和特性不同,若不分主次地进行一刀切、全铺开式的管网检测、修复和改造,很可能投资大、见效小。因此,合理、科学地制定近远期行动计划,从顶层设计、系统思维、专业指引的角度引导主管部门制定科学的行动十分重要。基于此,提出了一套基于分区思想的污水管网行动计划的编制思路,为类似排水管网行动计划的制定提供一套编制思路和分析方法。并结合宁波市江北区实践,构建了基于GIS分析手段的污水管网系统的综合评估方法,为科学、合理地制定改造工程计划提供了强有力的支撑。

Urban drainage network is an important aspect of urban water related projects. With the expansion of the city, the problems of underground drainage network are gradually exposed and become increasingly serious. In order to speed up to improve urban sewage collection system and treatment facilities, governments have issued relevant documents to improve the quality and efficiency of the drainage system. The local authorities are required to carry out repairing and transformation of the pipe network, which could lay the foundation for realizing the goal of full coverage, full collection and full treatment of the sewage pipe network as soon as possible. Considering that the work will face different difficulties, and the specific regional characteristics are also different, one-size-fits-all kind of the pipeline detection, repair, and transformation not only cost incredible funds and labor work, and the consequences may not be satisfactory. Thus, it is very essential to reasonably and scientifically arrange the short-term and long-term actions, and guide the local authorities to formulate action plan from the perspective of top-level design with systematic thinking and professional guidance. Based on the preliminary work, we put forward the idea of preparing the sewage pipe network action plan based on the “zoning and governance” policy, which provides a compilation program and analysis method for the preparation of the action plans for similar drainage pipe networks. Combined with the practice in Jiangbei District of Ningbo City, a comprehensive evaluation method of sewage pipe network system based on the analysis using Geographic Information System is constructed, which provides a strong support for a scientific and reasonable arrangement of reconstruction projects.
