城市设计理念下土地储备实施路径研究

Research on Implementation Path of Land Reserve under the Concept of Urban Design

将城市设计思维融入土地储备全过程,对推进国土空间高效治理意义重大。文章从收储方向、重要目标和战略导向变化总结分析了新时代土地储备转型的主要特征,指出城市设计可以通过多维空间表达、发挥资产效应、强化功能引导等途径,提升土地储备管理效能,显化储备土地价值,并提出将城市设计引入土地储备全流程管理的总体思路和实施路径:(1)通过城市设计统筹区域空间关系,框定储备格局、目标和重点区域;(2)通过城市设计差异化引导,确定片区收储的功能、规模和时序;(3)通过城市设计价值引导,确定地块储备方案、价格并引导市场需求。

Integrating urban design thinking into the whole process of land reserve is of great significance to promote the efficient management of national land space.The paper summarizes and analyzes the main characteristics of land reserve transformation in the new era from the perspective of the direction of purchasing and storage,important objectives and strategic orientation changes,and points out that urban design can improve the efficiency of land reserve management and manifest the value of land reserve through multi-dimensional space expression,asset effect and strengthening functional guidance,then puts forward the overall idea and implementation path of introducing urban design into the whole process management of land reserve as follows:(1)Coordinate the regional spatial relationship through urban design,and frame the reserve pattern,targets and key areas;(2)Determine the function,scale and timing of area purchasing and storage through the guidance of urban design differentiation;(3)Through the guidance of urban design value,determine the parcel reserve scheme,price and guide of market demand.
