摘要
目前,国家自然资源督察制度实施成效显著,已有多个省份单独或合并设立省级自然资源督察机构。文章总结了省级自然资源督察的实践探索情况,分析了省级自然资源督察在体系建设、对象界定、督察威慑力等方面存在的问题,并从树立新督察理念、完善法律法规、厘清与国家自然资源督察关系、探索督察方式、规范督察程序、强化信息建设等方面,提出了完善省级自然资源督察的路径。
At present,the implementation of the national natural resources supervision system has achieved remarkable results.Many provinces have established provincial natural resources supervision institutions alone or in combination.The paper summarizes the practice and exploration of the provincial natural resources supervision,analyzes the problems existing in the system construction,object definition and deterrence of the provincial natural resources supervision,and then puts forward the path to improve the provincial natural resources supervision from the aspects of establishing the new supervision concept,perfecting laws and regulations,clarify the relationship with the national natural resources supervision,exploring the supervision mode,standardizing the supervision procedure and strengthening the information construction.
