摘要 构建陆表自然资源综合观测体系,以统一的标准和规范准确、系统地获取区域内各类自然资源基础数据,掌握区域内自然资源间的规律,是自然资源合理开发利用的基础,同时也能为政府管理自然资源提供决策支持。文章以地球系统科学为理论基础,针对目前陆表自然资源观测体系的构建缺乏顶层设计、缺乏统一的观测技术架构等问题,提出陆表自然资源综合观测体系构建的思路与框架:(1)以区域为单元开展区域内自然资源要素间耦合作用研究;(2)构建系统调查-观测试验-预测模拟-监测评价的“四位一体”观测方法体系;(3)实现空-天-地一体化立体同步观测和个体-景观-区域多尺度的协同转换观测;(4)构建包括观测站点布设、观测对象和指标体系、观测方法体系、观测数据质量控制体系和观测数据存储分享平台所组成的整体顶层技术架构。 Based on the unified standards and norms to accurately and systematically obtain the primary data of various natural resources in the regions and understand the patterns among natural resources in the regions,the construction of a comprehensive observation system for natural resources on the land surface is the basis for the rational development and utilization of natural resources,and also provides decision support for the government to manage natural resources.To address the problems of lacking top-level design and unified observation technology structure in the construction of a land surface natural resources observation system,based on the theoretical foundation of the earth system science,this paper puts forward the ideas and framework for the construction of a comprehensive land surface natural resources observation system:(1)Take the region as a unit to carry out the research on the coupling between the natural resources elements in the region;(2)Build a"four-in-one"observation method system of systematic survey,observation test,prediction and simulation,monitoring and evaluation.(3)Realize space sky earth integrated threedimensional synchronous observation and individual landscape regional multi-scale collaborative transformation observation.(4)Build an overall top-level technical architecture consisting of the deployment of observation stations,observation objects and index systems,observation method systems,observation data quality control systems,and observation data storage and sharing platforms.
