认证认可推动RCEP成员国贸易便利化的作用研究

Research on the Role of Certification and Accreditation in Promoting Trade Facilitation in RCEP Member Countries

作为推动贸易高质量发展战略的重要抓手和突破贸易壁垒的主要支撑,认证认可对于促进贸易便利化起着举足轻重的作用。文章基于我国认证认可国际合作现状,利用2005—2019年RCEP15方成员国的面板数据,从定量的角度对认证认可推动贸易便利化进行研究,结果表明,我国认证认可合作水平对RCEP贸易的影响显著为正。因此,本文认为应优化认证认可国际合作的政策环境,多渠道发展合作,突破现有机制,削减贸易壁垒,以推动RCEP贸易便利化。

As an important driver to promote the strategy of high-quality trade development and the main support to break through trade barriers,certification and accreditation play a pivotal role in promoting trade facilitation.Based on the current situation of international cooperation on certification and accreditation in China,the article uses the panel data of the 15-party RCEP member countries from 2005 to 2019 to study the promotion of trade facilitation by certification and accreditation from a quantitative perspective,and the results show that the level of cooperation on certification and accreditation in China has a significantly positive impact on RCEP trade.Therefore,this study points out that the policy environment for international cooperation in certification and accreditation should be optimized,and multiple channels of cooperation should be developed to break through existing mechanisms and cut trade barriers to promote RCEP trade facilitation.
