新安江流域生态补偿机制的多元实践路径及其对跨省生态环境综合治理的启示

Multiple practice paths of ecological compensation mechanism in Xin′an River basin and its enlightenment for comprehensive management of cross-provincial ecological environment

为了探索新时代中国生态文明改善道路,打破生态文明建设区划壁垒,跨省流域生态保护补偿机制试点——新安江流域生态补偿机制应运而生。新安江流域综合治理改善了沿岸自然生态环境,鉴于皖浙两省不同的地理、经济背景,现阶段生态补偿机制仍存在不足之处需要完善。新安江流域综合治理应从实际出发,健全补偿机制,丰富补助方式,加快整治进程,增强法治保障,推动生态效益向经济效益转变,实现经济绿色转型。未来跨省生态环境综合治理更要团结各方力量,从多维度、各方面共建秀美山河。

In order to explore a path for China′s ecological civilization improvement in the new era and break down the barriers of the regional division of ecological civilization construction,a pilot project of cross-provincial basin ecological compensation mechanism——Xin′an River basin ecological compensation mechanism came into being.Although the comprehensive management of Xin′an River basin has improved the natural ecological environment along the coast,in view of the different geographical and economic backgrounds of Anhui and Zhejiang provinces,there are still deficiencies in the ecological compensation mechanism at this stage that need to be improved.The comprehensive management of Xin′an River basin should proceed from reality,improve the compensation mechanism,enrich the subsidy methods,accelerate the rectification process,strengthen the rule of law guarantee,promote the transformation of ecological benefits into economic benefits,and achieve a green transformation of economy.In the future,the comprehensive management of the cross-provincial ecological environment should unite the forces of all parties and build beautiful mountains and rivers from multiple dimensions and aspects.
