地方高校一流课程建设的政策认同障碍与消解

摘要 一流课程建设是地方普通本科院校高质量发展的新使命,政策认同是决定课程建设成效的首要前提。在政策执行过程中,由于执行主体认知偏差、拘泥于精英决策、政策场域复杂纷扰、政策实施预期不高等原因,导致政策认同障碍,制约了课程建设的进程。只有提高执行者的政策认知水平和政策执行素养,建构执行者正确的政策预期,构建多元的利益表达机制,营造良好的政策执行文化氛围,才能有效化解政策认同危机,保证政策有效执行,推动课程建设的长足发展。 The construction of first-class courses is a new mission for the high quality development of local universities, and policy recognition is the primary prerequisite for determining the effectiveness of curriculum construction.In the process of policy implementation, due to the cognitive bias of the executive body, adherence to elite decision-making, complex and turbulent policy fields, and low policy implementation expectations, policy recognition obstacles are caused, which restricts the course construction process.Only by improving the policy cognitive level of the implementors and the quality of policy implementation, constructing the correct policy expectations of the implementors, constructing the diversified interest expression mechanism, and creating a good cultural atmosphere of policy implementation, the policy identity crisis can be effectively resolved, the effective implementation of the policy be guaranteed, and the long-term development of the curriculum construction be promoted.
