摘要
联合国教科文组织基于人文主义价值理念,倡导创业教育全民化、终身化、生态化,呼吁各国提升全民创业精神与技能,将创业融入终身学习进程,实现创业教育的可持续发展。联合国教科文组织始终秉承着三重实践逻辑:教育赋能以增进个人福祉、激活潜能以促进区域平衡、变革思维以维护共同利益。因此,在推动国际创业教育发展过程中,特别关注女性和青年群体,重点支持发展中国家和欠发达地区,积极促进创业教育与绿色发展项目、文化创意产业和数字能力建设等领域相结合。就其实践路径而言,联合国教科文组织一方面通过构建国际创业教育交流合作网络,促进其创业教育理念的传播;另一方面通过推动创业教育融入国际职业技术教育与培训项目,为各国发展创业教育提供技术支持。联合国教科文组织创业教育实践仍存在着针对性、强制性、系统性和可操作性不足的问题。
Based on humanistic values, UNESCO initiates entrepreneurship education(EE) for All, lifelong EE and ecological EE. UNESCO appeals to all countries to improve entrepreneurship spirits and capacities of all people, integrate entrepreneurship into lifelong learning process and realize sustainable development of EE. UNESCO has always adhered the triple practical logic to implement EE: enhancing personal happiness through education empowerment, promoting regional balance of development through motivating potential, and advocating common goods through thinking transformation. Hence during the process of promoting international EE development, UNESCO has a special focus on women and youth, mainly supports developing countries and less developed regions, and actively promotes the combination between EE and green development projects, culture creativity industries and digital capacity building. In terms of practice path, on the one hand, UNESCO constructs international EE communication and cooperation networks to spread EE idea;and on the other hand, UNESCO integrates EE into technological and vocational education and training program to offer technical support to member states. However, it should be noted that UNESCO’s EE practice still lacks pertinence, compulsion, systematicness and operability.
