数字乡村建设中数字图书馆的作用机理、实践逻辑与驱动机制

Research on the Function Mechanism, Practical Logic and Driving Mechanism of Digital Libraries in the Construction of Digital Villages

建设数字乡村既是实现乡村振兴的有力抓手,也是建设数字中国的重要内容。城乡数字鸿沟、信息基础设施建设滞后以及数字化人才的缺失已成为掣肘数字乡村建设的重要因素。大数据时代,乡村数字图书馆是乡村智慧治理的产物,也是助推数字乡村建设的重要变量。文章在科学界定数字乡村和数字图书馆概念内涵的基础上尝试建构“机理—逻辑—机制”的分析框架,通过系统阐释数字图书馆助推数字乡村建设的作用机理,从“技术赋能”和“话语赋权”两个维度探讨其实践逻辑。最后,文章从数字化理念的形塑、数字化平台的搭建、数字化人才的引育和数字化治理机制的建构等方面提出数字图书馆助推数字乡村建设的驱动机制,旨在进一步深入实施乡村振兴战略,推进“数字中国”的实践进程。

Digital countryside is not only a powerful tool for rural revitalization, but also an important part of building digital China. The digital divide between urban and rural areas, the lag of information infrastructure construction and the lack of digital talents have become major obstacles to the construction of digital countryside. In the era of big data, rural digital library is the product of rural intelligent governance and an important variable to boost the construction of digital countryside. On the basis of scientifically defining the concept connotation of digital countryside and digital library, this paper tries to construct a "mechanism-logic-mechanism" analysis framework, systematically explains the function mechanism of digital library to boost the construction of digital countryside, and discusses its practical logic from two dimensions of "technology empowerment" and "discourse empowerment". Finally, the paper puts forward the driving mechanism of digital library to boost the construction of digital countryside from the aspects of the formation of digital idea, the construction of digital platform, the introduction and cultivation of digital talents and the construction of digital governance mechanism, so as to further deepen the strategic direction of rural revitalization and promote the realization process of "digital China".
