公共图书馆在数字化遗产长期保存中的使命与担当——基于联合国教科文组织《数字遗产长期保护遴选工作指导方针》第二版的分析

如何合理遴选与长期保护数字化遗产是近年来全球文化遗产保护领域的热点议题。2021年5月,联合国教科文组织正式发布《数字遗产长期保护遴选工作指导方针》第二版,为数字时代下的文化保护提供了重要指导。文章从背景、现状、策略等方面对该报告进行了深入解读,并结合当前公共图书馆面临的数字化遗产种类多、变化快、体量大、访问难等实际问题,提出应推进数字遗产立法、关注元宇宙等新技术、建立统一标准并构建协作创新平台、革新保护技术并提升保存水平、加强合作交流并打造数字遗产共同体等建议,加快构建新时代公共图书馆数字遗产保护事业的新格局。

How to appropriately select and preserve digital heritage has been a hot topic in the field of global cultural heritage preservation in recent years. In May 2021, the UNESCO officially released the UNESCO/PERSIST Guidelines for the Selection of Digital Heritage for Long-Term Preservation( Edition Ⅱ) which provides important guidelines for the preservation of digital heritage. This paper provides an in-depth interpretation of the report in terms of background, current situation and strategies, and combines the problems of the current digital heritage to suggest that we should promote digital heritage legislation and pay attention to new technologies such as metaverse, establish unified standards and build a collaborative platform, innovate preservation technologies and improve preservation levels, strengthen cooperation and build a digital heritage community, with a view to building a new landscape for the preservation of digital heritage in public libraries.
