民营企业党组织的慈善捐赠作用与机制分析

The Effects of Party Organization on the Public Welfare Initiatives of Privately Owned Firms

明确民营企业党组织调动民营企业慈善捐赠的作用与机制,对完善三次分配、实现共同富裕具有重要意义。但现有研究主要集中于企业经营绩效和内部劳资关系两个层面,对慈善捐赠的作用与机制关注较少。本文基于2012年第十次全国私营企业调查数据,分析了民营企业党组织的慈善捐赠作用与机制。本文发现,民营企业党组织不仅可以直接提升民营企业慈善捐赠的积极性,增加民营企业与官办公益组织合作的可能性,也可以通过加强民营企业与官办公益组织合作来调动民营企业慈善捐赠的积极性。另外,本文还发现,民营企业党组织对慈善捐赠金额并无显著影响。通过稳健性检验发现,研究结论基本稳健。本文意在厘清民营企业党组织对民营企业慈善捐赠的作用与机制的基础上,为加强共同富裕机制建设、打造共建共治共享的社会治理格局提供一定启示。

Shared prosperity is a fundamental strategic direction for China to move into the future.Mobilizing privately owned firms to participate in public welfare initiatives is critical to achieving the goal.So,it is essential to clarify the role and mechanism of the party building in mobilizing private enterprises to participate in philanthropy and public welfare to improve the three distributions and realize shared prosperity.However,existing studies have mainly focused on business performance and internal labor-management relations,with less attention paid to the role and mechanism of charitable donations.Based on the China Private Enterprise Survey(2012),this paper analyses the role and mechanism of party organizations on charitable giving in private enterprises.The results show that the party organization positively affects corporate donations and the cooperation between NGOs operated by official and privately owned firms and indirectly promotes charitable private firms by strengthening the collaboration with government-run public welfare organizations.However,we find no significant effect of private enterprise party organizations on the number of donations.The paper clarifies the impact of party organization on public welfare initiatives.It offers some advice for achieving shared prosperity for everyone and establishing a social governance model based on collaboration,participation,and shared interests privately owned firms.
