赋权与约制:政府购买服务的多重逻辑

Empowerment and Restriction:The Multiple Logic of the Government's Purchase of Services

政府购买服务是促进政府职能转变、提升公共服务供给水平、构建政社合作关系的重要方式。当前政府在赋予社会组织资源、为社会组织提供成长空间的同时,约制着社会组织的专业发展与成长。本文以S市政府购买服务政策实施过程为例,发现政府采取行政科层建构逻辑、风险控制防范逻辑、技术主义执行逻辑的方式,赋权并约制社会组织的发展。社会组织策略性地解构制度的限制,以获得发展空间。进一步提升政府购买服务的效能,需要建立和完善促进政府职能转变和社会资源合理配置的体制机制,厘清政府和社会的边界,推进市场化运作,营造公平开放的市场环境,坚持包容性发展理念,给予社会组织更多的支持与空间。

The purchase of social organization services by the government is an important component of promoting the transformation of government functions,improving the ruling levels of public services,and building a cooperative relationship between politics and society.At present,the government endows social organizations with functions and resources,which not only provides growth space for social organizations,but also restricts the professional development and growth of social organizations.This paper interprets this scene based on the empirical study on the implementation process of S municipal government's purchase service policy,and finds that the government bureaucratic constructive logic,risk prevention and control logic and technocratic executive logic to empower and restrict the development of social organizations.Social organizations strategically deconstruct the limitations of the system to obtain the space for the survival of the organization.This study suggests that we should establish and improve the institutional mechanism to promote the transformation of government functions and the rational allocation of social resources,clarify the boundary between the government and society,promote market operation,create a fair and open market environment,and adhere to the concept of inclusive development,and give social organizations more support and space for sustainable development and autonomous growth.
