社会组织契约的双重执行与情境合法性的提升——基于上海城市社区自治项目的分析

Dual Implementation of Contracts of Social Organizations and the Promotion of Situational Legitimacy—Evidence from Urban Community Projects for Autonomy in Shanghai

为何有些社会组织的情境合法性高于其他社会组织?本文认为社会组织项目合作预期下的行为是讨论这一问题的重要情境。基于对上海城市社区自治项目的考察,采用案例研究法,本文发现,社会组织基于稳定的合作预期,通过契约的双重执行提升情境合法性。社会组织首先通过“加班牌”获得利益相关方的初步认可。在此基础上,社会组织一方面通过“专业优势牌”获得治理绩效,赢得利益相关方对其能力的认可;另一方面通过“合同软化牌”承担额外工作,强化多边合作关系和利益相关方的认可。另外,高治理绩效也强化了合作伙伴的认可,促进了合作关系、治理绩效和情境合法性的和谐互动。本文的发现加深了对社会组织情境合法性的认识,后续研究需厘清情境合法性的决定因素及其与其他要素的转化机制。

Why do some social organizations boast high-level situational legitimacy while others not?This paper argues that the cooperation expectancy in projects and the behavior of social organizations matter.This paper,based on the examination of the operation process of urban social projects for autonomy,employs the method of single case study and finds that social organizations of high-level situational legitimacy often succeed in accumulating situational legitimacy through dual implementation of contracts.At first,social organizations usually work overtime and gain initial recognition by stakeholders.Moreover,social organizations on the one hand work as external brainpower by giving full play to professional expertise to achieve high-level performance to win the recognition of their capability by stakeholdes.On the other hand,social organizations often shoulder extra responsibilities by softening contact contents to enhance existing collaboration network and gain further recognition of their collaboration willingness and expertise by stakeholders.In turn,high-level performance helps social organizations gain the recognition of their partners in the project and finally promote the harmonious interaction among the collaboration network,governance performance and situational legitimacy of social organizations.The findings of this paper have enriched the knowledge of situational legitimacy of social organizations,and the determinants of situational legitimacy and the transformation mechanisms from other elements to situational legitimacy of social organizations need further study.
