持续提升HSE管理体系审核质量的路径探索

Reflection on the Effectively Improvement for Audit Quality of HSE Management System

HSE管理体系审核在中国石油天然气集团有限公司(简称中国石油)实践中已经走过12年,在全系统范围内得到广泛认同,全要素审核、专项审核和量化审核等各种方式日渐成熟,成为中国石油系统测量各下属企业HSE管理体系运行水平的重要手段。但不可否认,当前审核工作也进入了一个艰难的瓶颈期,突出表现就是“三多三少”:现场问题多、管理问题少,履行程序多、增值审核少,暴露问题多、服务指导少,研究进一步提升审核质量已经迫在眉睫。文章着重从突出精准审核、建立审核联动机制以及强化审核结果运用三个方面对提高审核质量和审核效果的路径进行了探讨,特别是文章首次把HSE管理体系审核与企业监察、审计、巡视等其他企业监督工作进行了初步对标分析,提出了要像抓巡视、审计工作一样抓体系审核、加强HSE管理体系审核与各相关业务部门的紧密联动等改进思路,对于推动HSE管理体系审核向深层次迈进、解决当前审核中的现实问题有一定的借鉴意义。

The audit of HSE system has been 12 years in the practice of CNPC. It is widely approved throughout the worldwide. Total factor audit, special audit and quantitative audit and all kinds of methods gradually perfected, which has become an important channel for the safety and environmental protection work of CNPC. But it is no deny that the current audit work has entered a difficult stagnation period. The distinct feature is the “three more and three less” problem(more on-site problems, less management problems, more comprehensive summary, less in-depth analysis, more exposure problems, less service guidance). How to improve audit quality has been urgent. In the paper, the improvements of audit quality and effect were improved focused on three aspects including the highlight of accurate audit, the establishment of audit linkage mechanism and strengthen application of audit results. In particular, the preliminary benchmarking analysis between the audit and enterprise supervision, audit, inspection and other daily supervision work was carried out for the first time. Regarding system audit as same as inspection tour, audit work, the strength of the close linkage between audit and relevant business departments and other improvement ideas were proposed. It had a certain reference significance for promoting the system audit to the deep level and solving the contradictions and problems in the current audit.
