“强工业”背景下甘肃工业高质量发展的实证分析

An Empirical Analysis of High-quality Industrial Development in Gansu Province under the Background of “Strong Industry”

基于工业高质量发展的内涵,从工业规模、发展效益、技术创新、稳定协调、绿色低碳五个维度构建包含23个指标的工业高质量发展评价指标体系,运用熵值法测算出各维度指标权重,对甘肃省2011年至2020年工业高质量发展状况进行时序特征分析,结果显示省内工业高质量发展综合指数呈缓慢上升趋势,工业规模、发展效益、技术创新等一级指标高质量发展指数各有其特点。依据指标权重和各维度高质量发展状况提出调整工业结构、提高工业效益、加大创新力度、推进绿色工业低碳化的对策建议。

Based on the connotation of high-quality industrial development, an evaluation index system of high-quality industrial development containing 23 indicators is constructed from five dimensions of industrial scale, development efficiency, technological innovation, stability and coordination, and green and low carbon. The weight of each dimension index is calculated by entropy method, and the time series characteristics of high-quality industrial development in Gansu Province from 2011 to 2020 are analyzed. The results show that the comprehensive index of industrial high-quality development in the province has a slow rising trend, which is manifested in the characteristics of industrial scale, development efficiency, technological innovation. According to the index weight and the quality development status of each dimension, the paper puts forward the countermeasures and suggestions of adjusting the industrial structure, improving the industrial efficiency, strengthening the innovation and promoting the low-carbon green industry.
