国际因素考量与中共历史决议书写——以《关于建国以来党的若干历史问题的决议》为中心

International Consideration and the CPC’s Historical Resolution in Historiography focus on the Resolution on Several Historical Issues of the Party Since the Founding of the People’s Republic of China

中共起草《关于建国以来党的若干历史问题的决议》,并非源自外发性的国际肇因,但国际社会对中国政治局势的担忧、对重大历史问题评价的猜忌、对所谓社会主义革命失败的指责以及对肯定毛泽东和毛泽东思想的期冀,为起草工作既提供着由外而内的异域视角,亦提示着由此及彼的阐证路径。中共及时回应关切、郑重表达立场、反复阐证观点,饱含着对评价建国以来重大历史问题相关原则、方法、观点的深刻思考,同时也有效推动了对高举毛泽东思想的伟大旗帜,实事求是和恰如其分地评价“文化大革命”,以及毛泽东的功过等三大核心论题的“论证、阐述和概括”。中共此举,既有助于总结经验、统一思想、团结一致向前看,更有利于建构新时期党和国家的崭新形象,为助益于成功书写党的第二个重大历史决议,以及开创社会主义现代化建设新局面奠定重要政治基础。

The drafting of the Resolution on Several Historical Issues of the Party since the Founding of the People’s Republic of China did not originate from an external international cause, but the concern of the international community about the political situation in China, the suspicion of the evaluation of major historical issues, the accusation of the so-called failure of the socialist revolution as well as expectation for affirming Mao Zedong and Mao Zedong Thought not only provide a foreign perspective for the drafting work from outside to inside, but also suggest an interpretation path relating to the CPC from one to the other. The CPC responding to the concerns timely, expressing its position solemnly and repeatedly elaborating its views were full of profound thinking on the principles, methods and viewpoints related to the evaluation of major historical issues since the founding of the People’s Republic of China. At the same time, it effectively promoted the “demonstration, elaboration and generalization” of three core topics, namely, holding high the great banner of Mao Zedong Thought, practically and properly evaluating the Great Proletarian Cultural Revolution and Mao Zedong’s merits and demerits. This action of the CPC is not only conducive to summing up experience, unifying thoughts, and looking forward together, but also conducive to building a new image of the Party and the country in the new era, which lays an important political foundation for the successful writing of the second significant resolution of the Party, and creating a new situation for socialist modernization.
