中国式现代化背景下民族地区健康发展的“五位一体”与铸牢中华民族共同体意识

Five-Sphere Integrated Plan of Healthy Development of Ethnic Areas and Forging a Sense of Community for the Chinese Nation in the Context of Chinese Modernization

作为一个统一的多民族国家,民族地区能否实现和保持健康发展在整个中国国家的现代化发展中有着特殊地位,亦在铸牢中华民族共同体意识事业中有着“一荣俱荣、一损俱损”重要性。基于党的二十大报告提出的系列新观点、新论断、新思想,文章从政治、经济、文化、社会、生态等“五位一体”视角展开论述,认为在中国式现代化过程中,平等团结、和谐稳定的政治前提,互补共生、共同发展的经济基础,各美其美、美美与共的文化内核,创新协调、开放共享的社会机制,绿水青山、美丽家园的生态屏障,这些相互联系的层面共同决定着民族地区的健康发展。民族地区与国家、各民族与中华民族共同体均是局部与整体的有机关系,民族地区健康发展与新时代铸牢中华民族共同体意识互为保障,是中国式现代化的重要构成部分。

Based on the new points,new assertions,and new ideas proposed in the report of the 20th National Congress of the Communist Party of China( CPC),this paper discusses a purposed healthy development of ethnic minority areas in the context of the Chinese path to modernization from the five perspectives of politics,economy,culture,society,and ecology. This article proposes that these factors jointly determine the healthy development of ethnic community areas:1) Equality,unity,harmony,and stability are political premises. Regional Ethnic Autonomy therefore,is not only a policy implemented based on basic Chinese conditions,respect for history,and compliance with the aspirations of the people,but it also provides potential Chinese solutions and wisdom to solve universal ethnic problems. In other words,it is an important political system advantage of the Chinese path to modernization,reflecting the people ’s democratic aspirations at its broadest. 2) Mutual complementarity and common development is considered to be an important economic foundation. Developing the economy and promoting people’s livelihoods constitute the cornerstone of a healthy and orderly society. The 14th Five-Year Plan of the CPC proposed the requirements of high-quality development by promoting balanced development among the various regions in China and adopting more beneficial policies and resources for ethnic minority areas in order to avoid a widening gap between the regions. These also appear to be the requirements of healthy development in ethnic regions and have a great significance for fostering a strong sense of community for the Chinese nation in the new era. 3) The idea of respecting and appreciating the uniqueness of various cultures is the Chinese culture’s core. Culture is the essence of the spiritual home for all ethnic groups,and healthy development of culture in ethnic areas should focus on preservation. Based on this safeguarding,cultural universality should be sought after and discovered,and spiritual and cultural symbols shared by all ethnic groups ought to be constructed,making them a spiritual force and value system for fostering a strong sense of the Chinese national community in the new era. 4) Explore innovative,coordinated, open, and shared social platform. China is a unified multi-ethnic country and has different social content platforms. Therefore,different regions also need to explore their own innovative,coordinated,open,and shared social development platforms so that Chinese modernization can continue to develop in a healthy direction. 5) Lucid waters and lush mountains are the ecological barrier of beautiful homes. Ethnic regions possess large amounts of ecological capital which potentially can be converted into economic benefits;at the same time great importance should be attached to the traditional natural and ecological outlooks of different ethnicities,and fully respect these in the processes of industrialization and urbanization.Fostering a strong sense of community for the Chinese nation is a major quest put forward by a new generation of leadership in the context of a new era and a new pattern of historical development. Additionally,it is also considered an important advancement in the process of the great rejuvenation of the Chinese nation. Both making progress in the ethnic regions ’ healthy development and fostering a strong sense of the Chinese nation are mutually guaranteed, which indicates all ethnic groups are inseparable from each other. Exploration of a healthy development for ethnic minority areas can be deemed a path with Chinese characteristics that solves ethnic problems as well as being part of the Chinese path to modernization. It not only covers macro top-level design but also microlocal practical measures.
