上海港集疏运体系蓝图研究

Research on Optimizing the Collection and Dispersion Transport System of Shanghai Port

集疏运体系是上海港的重要组成部分,研究以问题导向和目标导向相结合,在深入剖析上海港集疏运体系的发展特点、制约瓶颈的基础上,结合上海港的运输需求,绿色低碳目标以及国家交通强国建设纲要、国家综合立体交通网规划纲要、长三角地区高质量一体化发展规划等国家战略要求,提出未来港口集疏运体系发展方向,预测上海港2035年公、铁、水等方式的集疏运量,在现有通道的基础上提出港口公铁水联运通道规划方案,进一步优化上海港集疏运结构和通道网络,构建综合立体的多式联运体系,实现设施能力有效匹配,保障港口高质量发展,为双碳目标作出贡献。

The collection and distribution system is an important part of Shanghai Port. The research is based on the combination of problem-oriented and goaloriented. On the basis of in –depth analysis of the development characteristics and constraints of the collection and distribution system of Shanghai Port,combined with the transportation needs of Shanghai Port, the green and low-carbon goals,and the national strategic requirements of the National Construction Outline of Strengthening the State’s Transportation, the National Comprehensive Threedimensional Transportation Network Planning Outline, the Yangtze River Delta high-quality integrated development plan, Propose the development direction of the future port collection and distribution system, predict the collection and distribution volume of Shanghai Port by road, rail, water and other ways in 2035,put forward the planning scheme of the port’s highway, rail and water intermodal transport channel on the basis of the existing channels, further optimize the collection and distribution structure and channel network of Shanghai Port, build a comprehensive and three-dimensional multimodal transport system, realize the effective matching of facilities and capabilities, ensure the high-quality development of the port, and make contributions to the dual-carbon goal.
