面向新型城镇化的都市圈国土空间利用质量研究--以合肥都市圈为例

Research on the quality of land and space utilization in metropolitan areas facing new urbanization--Taking Hefei metropolitan area as an example

本文综合运用熵权法、CRITIC法和信息量权重法,从统筹协调、集约高效、生态文明、安全宜居和传承共享五个方面,建立与之对应的16个国土空间利用质量指标,构建都市圈国土空间利用质量评价模型,并以合肥都市圈为对象,对合肥都市圈国土空间利用质量进行测算,揭示合肥都市圈国土空间利用质量时空演变规律。研究发现:(1)合肥都市圈2005—2018年国土空间利用质量总体上呈线性增长趋势;(2)2005—2018年间合肥都市圈7个城市的国土空间利用质量总体均有增长,但大多数质量水平不高;(3)合肥都市圈各城市的国土空间利用质量子系统也呈现不同程度的增长态势;(4)合肥都市圈国土空间利用质量时空差异显著,但国土空间利用质量空间集聚效应不明显。最后,提出相关政策建议:推动产业结构优化升级,促进生产性服务业融合发展;整合城乡建设用地资源,推动建设用地高效利用;完善基础设施建设,加快建设新型基础设施;提高公共服务水平,实现资源共享;加强生态保护,推动生态文明建设等。

This paper comprehensively uses the entropy weight method,the CRITIC method and the information weight method to establish 16 corresponding quality indicators of land and space utilization from five aspects:overall coordination,intensive efficiency,ecological civilization,safe and livable,and inheritance and sharing.Based on the evaluation model of the quality of land and space utilization in the Hefei metropolitan area,and taking Hefei metropolitan area as the object,it measures the quality of land and space utilization in the Hefei metropolitan area,and reveals the temporal and spatial evolution law of the quality of land and space utilization in the Hefei metropolitan area.The study found that:(1)the quality of land and space utilization in the Hefei metropolitan area generally increased linearly from 2005 to 2018;(2)from 2005 to 2018,the quality of land and space utilization in the seven cities in the Hefei metropolitan area increased overall,but most the quality level is not high;(3)The quality subsystems of land and space use in cities in the Hefei metropolitan area also show a growth trend to varying degrees;(4)The spatial and temporal differences in the quality of land and space use in the Hefei metropolitan area are significant,but the spatial agglomeration effect of the quality of land and space use in the Hefei metropolitan area is not obvious.Finally,it is proposed to promote the optimization and upgrading of the industrial structure and promote the integrated development of the producer service industry;integrate urban and rural construction land resources and promote the efficient use of construction land;improve infrastructure construction and accelerate the construction of new infrastructure;improve the level of public services and realize resource sharing;strengthen ecological protection,promotion of ecological civilization construction and other policy recommendations.
