促进粤港澳大湾区协同创新的科技载体平台建设实践与发展思考 被引量:5

Practice and Development Thinking of Building Technology Carrier Platform for Promoting Collaborative Innovation in the Guangdong-Hong Kong-Macao Greater Bay Area

摘要 粤港澳大湾区内协同创新主体日趋成熟,但主体间关联性弱、科技成果流动不畅以及转化困难等问题制约其进一步协同创新,为此,从科技载体平台视角分析发现,粤港澳大湾区目前已围绕人工智能等6个重点领域建设一批三地共建联合实验室以及链接三地资本、项目、人才等要素的孵化空间和行业创新联盟,同时借鉴世界其他三大湾区的相关经验可知,发挥科创企业创新主体作用、通过产学研融合机制促进技术转化和通过科技金融体系加速新兴技术发展等是值得粤港澳大湾区科技载体平台建设进一步探寻的方向,基于此提出以创新市场主体、优势学科门类、联合实验室、孵化空间和创新联盟为着力点建设涵盖各类创新主体和创新资源的科技载体平台生态的构想。最后,对于粤港澳大湾区科技载体平台建设,从强化平台创新枢纽地位、构建多产业融合平台以及深耕典型平台三方面给出对策建议。 The subjects of collaborative innovation in the Guangdong-Hong Kong-Macao Greater Bay Area are becoming more and more mature, but their further collaborative innovation is constrained by the weak correlation between the subjects, the poor flow of scientific and technological achievements, and the difficulties in transformation.Therefore, from the perspective of technology carrier platform, it is found that now, the Guangdong-Hong KongMacao Greater Bay Area has built a number of joint laboratories between the three regions in six key areas, including artificial intelligence, as well as the incubation space and industry innovation alliance linking the three local capital,project, talent and other elements. Meanwhile, based on the experience of the other three bay areas in the world,giving full play to the main role of science and technology innovation enterprises in innovation, promoting technology transformation through the industry-university-research integration mechanism and accelerating the development of emerging technologies through the science and technology financial system are further directions for the construction of technology carrier platform in the Guangdong-Hong Kong-Macao Greater Bay Area. Based on this, the idea of building a technology carrier platform ecology covering various innovation subjects and innovation resources is proposed with innovation market subjects, dominant disciplines, joint laboratory, incubation space and innovation alliance. Finally, for the construction of technology carrier platform in the Guangdong-Hong Kong-Macao Greater Bay Area, countermeasures and suggestions are given from three aspects of strengthening the position of the platform innovation hub, building a multi-industry integration platform and deepening the typical platform.
