江苏高校科技创新政策绩效评价——基于层次分析-熵值法和K-means聚类分析法 被引量:12

Performance Evaluation of Science and Technology Innovation Policies in Jiangsu Universities:Based on AHP-Entropy Method and K-means Clustering Analysis

摘要 针对高校层面科技创新政策以及具体政策点的实施效果评价开展研究。以江苏省《关于深化科技体制机制改革推动高质量发展若干政策》颁布以来江苏高校制定实施相关配套政策制度的效果为研究对象,基于2018和2020年相关数据,综合采用层次分析-熵值法和K-means聚类分析法,从动态和静态两个角度对江苏的部属高校、江苏高水平大学建设重点支持高校、江苏高水平大学建设培育支持高校、普通本科高校和“双高计划”职业院校5种类型高校的政策实施绩效进行评价。结果显示:高校的政策实施取得良好成效,但高校间政策绩效存在较大不均衡性,其中部属高校和江苏高水平大学重点支持高校的政策绩效水平远高于其他类型高校,师范类和医学类高校的政策绩效明显不足;科研评价和科技成果转化机制仍是高校科技创新政策改革的重点和难点。根据研究结果,从深化科研评价机制改革、完善科技成果转化机制以及推动高校差异化发展等方面提出相关政策优化建议。 Research on the implementation effect evaluation of scientific and technological innovation policies and specific policy points at the university level. Taking the implementation effect of relevant supporting policies and systems formulated and implemented by colleges and universities in Jiangsu province since the promulgation of Several Policies on Deepening the Reform of Science and Technology System and Mechanism and Promoting Highquality Development as the research object, based on the relevant data in 2018 and 2020, from both dynamic and static perspectives, the hierarchical analysis method, entropy value method and K-mean cluster analysis method are integrated to evaluate the performance of implementation effects of scientific and technological innovation policies in five different types of universities of Jiangsu: universities directly under the Ministry of Education, Jiangsu high-level universities focus on supporting and cultivating universities, general undergraduate universities and "Double-high Plan" vocational colleges. The results show as follows: the policy implementation of colleges and universities has achieved good results, however, the policy performance among universities is imbalance, among which universities directly under the Ministry of Education and high-level universities is much higher than that of other types of universities, the policy performance of normal and medical university is obviously insufficient;scientific research evaluation and the transformation mechanism of scientific and technological achievements are still the focus and difficulty of the reform of scientific and technological innovation policy in Jiangsu universities. According to the research results, suggestions for policy optimization are put forward from the aspects of deepening the reform of scientific research evaluation mechanism, improving the transformation mechanism of scientific and technological achievements and promoting the differentiated development of universities.
