Discussion on the importance and technical points of flood safety assessment in urban development and construction

为全面提升城市内涝防治能力,广州市于2021年3月印发了《城市开发建设项目洪涝安全评估技术指引》,在全国率先开展洪涝安全评估工作。洪涝安全评估通过在城市规划阶段评估项目选址、提出防治措施、落实工程用地,从源头落实洪涝安全管控,是维持下垫面天然调蓄能力和产汇流格局的重要手段,同时也对规划内涝防治标准落地和提高城市洪涝防御韧性有着重要的意义。结合广州市洪涝安全评估工作的开展经验,从评估范围确定、分析方法选择、计算工况设置3个方面展开探讨,为其他城市开展洪涝安全评估工作提供借鉴。

To comprehensively improve the capacity of urban waterlogging prevention and control, Guangzhou city issued technical guidelines on flood safety assessment for construction projects in March 2021, taking the lead in carrying out flood safety assessment in China. Flood safety assessment implements flood and waterlogging safety management and control from the source by evaluating project site selection, proposing prevention measures, and implementing project land use at the urban planning stage. Flood safety assessment is an important means to maintain the natural regulation and storage capacity of the underlying surface and the pattern of runoff production and concentration. It is also of great significance to plan the implementation of waterlogging prevention standards and improve the resilience of urban flood. Based on the experience of flood safety assessment in Guangzhou, the discussion is carried out from three aspects: determination of assessment scope, selection of analysis methods and setting of calculation conditions, providing reference for other cities to carry out flood and waterlogging safety assessment.
