Build a New Development Pattern with the Help of Connotative Development of Higher Education

构建以国内大循环为主体、国内国际双循环相互促进的新发展格局是“十四五”时期保证经济高质量发展的必然途径。高等教育以培育人力资本的方式,从提升供给质量与刺激内需扩张两个方面对经济发展格局的构建与转型有重要意义。相较于以量的扩张为主导的高等教育发展,新发展格局更需要内涵式的高等教育发展,即在保证办学规模的基础上突出高等教育发展的质量效益,这需要以新发展格局为需求导向调整高等教育结构,旨在以协调的区域结构、完善的形式结构、精进的学科结构、灵活的专业结构与科学的层次结构推动构建供需高水平平衡的新发展格局。

The construction of a new development pattern with the domestic circulation as the main body and the domestic and international circulation promoting each other is the inevitable way to ensure high-quality economic development in the 14th Five-Year Plan period.By cultivating human capital, higher education is important to the construction and transformation of economic development pattern in terms of improving the quality of supply and stimulating the expansion of domestic demand.Compared with the quantitative expansion-oriented higher education development, the new development pattern needs more connotative higher education development, i.e.,to highlight the quality and efficiency of higher education development on the basis of ensuring the scale of operation, which needs to adjust the higher education structure with the new development pattern as the demand-oriented, aiming at the coordinated regional structure, perfect form structure, refined discipline structure, flexible professional structure and scientific hierarchy to promote the construction of a new development pattern with a high level balance of supply and demand.
