公共服务合作生产的研究进展与前瞻

国内外针对公共服务合作生产的概念、发展、类型等内容得出许多经典的研究成果。在这此基础上,可以发现影响合作生产形成的因素包括了动力因素、能力因素和绩效满意度、社会资本以及社会网络等因素。在合作生产的形成中要积极推动民众牵头提倡的合作生产以及增强政府、社会和民众合作互助。此外,公共价值也成为合作生产的重要研究部分,合作生产各阶段会呈现不同的公共价值及其管理问题,公共价值管理的成效最终也将通过合作生产的绩效反映。基于此,公共服务合作生产未来的研究可以着眼于以下三个视角:公共价值与公共服务合作生产之间到底存在怎样的相互作用与关系?公共服务合作生产的参与主体如何引导与培养?如何对公共服务合作生产的绩效进行科学评估?

Many classical research achievements have been made at home and abroad on the concept,development and types of public service co-production.On this basis,it can be found that the factors affecting the formation of cooperative production include motive force,ability,performance satisfaction,social capital and social network.In the formation of cooperative production,the government should actively promote cooperative production led by the people and strengthen cooperation and mutual assistance between the government,society and the people.In addition,public value has also become an important part of cooperative production.Different public values and their management problems will appear at various stages of cooperative production.The effectiveness of public value management will ultimately be reflected by the performance of cooperative production.Based on this,the future research of public service cooperative production can focus on the following three perspectives:what is the interaction and relationship between public value and public service cooperative production?How to guide and cultivate the participants of public service cooperative production?How to scientifically evaluate the performance of public service cooperative production?
