基于多源流理论的“乡财县管乡用”政策制定过程探析

Analysis of the Policy Making Process of"Township Finance Governed by County"Based on the Theory of Multiple-Streams Theory

基于多源流理论分析框架下,对我国“乡财县管乡用”政策议程的设立动力和因素进行分析探讨,探寻其政策变化的动力。指出乡财县管乡用政策被提上议程,主要是源于三方面的动力:问题流的形成是基于乡镇乱收费、乱花钱、乱进入和乱举债等现象,不利于乡财经济运行。政策流的形成是基于聆听众多决策研究者的建议,以及利益相关者的诉求表达。政治流是源于各地方执政理念、领导人重视及民众情绪舆论导向。三大源流在关键时刻耦合从而推动乡财县管乡用政策提上日程,最终促进“乡财县管乡用”政策出台。

Based on the framework of Multiple-Streams Theory,this paper analyzes and discusses the driving forces of the policy agenda on"Township Finance Governed by County"in China,then explores the policy changes,and points out that the policy agenda mainly comes from three driving forces.The problem flow is based on the phenomenon that the township is not conducive to the economic operation of township finance,such as indiscriminate charging,indiscriminate spending,disorderly entry and disorderly borrowing.The policy flow is based on listening to the suggestions of many decision-making researchers and the appeals of stakeholders,and the political flow is derived from local governing ideas,leaders'attention,public sentiment and opinion direction.They have coupled at the critical moment to promote the"Township Finance Governed by County"policy on the agenda with final improvement.
