摘要
标准体系是企业的一项战略性决策,对企业发展和市场竞争起着支撑作用。结合石油企业在标准体系建设与运行中遇到的共性问题,本文从标准体系的结构、标准选取与研制规划、体系运行等方面分析探讨,指出“业务模块化”构建标准体系的优点,以及从多层次标准宣贯培训到标准实施监督检查、标准实施效果评价等保障标准体系运行的手段,为企业优化标准体系、提高企业的竞争力和管理水平提供参考。
Standards system is a strategic decision of an enterprise,which plays a supporting role in enterprise development and market competition.Combined with the common problems in the construction and operation of the standards system in petroleum enterprises,this paper analyzes and discusses the structure of the standards system,standards selection and development planning,system operation and other aspects.It points out the advantages of “business modularization” in constructing the standards system,and the means to guarantee the operation of the standards system,such as multi-level standards publicity and implementation training,standards implementation supervision and inspection,standards implementation effect evaluation,etc,which provides reference for enterprises to optimize the standards system and improve the competitiveness and management level.
