Theoretical Implication and Practice Mechanism of Strengthening the CPC’s Political Capacity in the New Era

习近平总书记指出:“政治上的主动是最有利的主动,政治上的被动是最危险的被动。”政治能力对政治上的主动和被动起关键作用。加强政治能力建设既是马克思主义政党政治的本质要求,也是党对执政规律的认识不断深化的结果,更是实现中华民族伟大复兴的政治保障;十年来党加强政治能力建设取得重要成就,为新时代继续推进党的建设新的伟大工程提供了宝贵的理论与实践支持。新征程上加强党的政治能力建设,需要进一步坚定政治能力建设的方向,在理论武装、政治历练、精神培育上下功夫,建立和完善加强党的政治能力建设的制度规范体系。

As General Secretary Xi Jinping points out, political initiative is the best initiative, and political passivity is the most dangerous passivity. As such, political capacity plays a key role in being politically proactive or passive. Strengthening the CPC’s political capacity is not only an essential requirement of Marxist party politics, the result of the Party deepening its understanding of the law of governance, but also the political guarantee for realizing the great rejuvenation of the Chinese nation. Over the past decade,the Party has made significant achievements in political capacity enhancement, providing valuable theoretical and practical support for promoting the great project of Party-building in the new era. To strengthen the Party’s political capacity in the new journey, we need to secure the direction of the political capacity building, and work on theoretical improvement, political training, cultivation by socialist culture and ethics and the supervision system, so as to establish and improve the institutional design for strengthening the Party’s political capacity.
