当前及未来推进中国式现代化建设的过程中,人口老龄化程度不断加深是影响经济社会发展的最大结构性变量。人口老龄化本身不是问题,但老龄化与经济社会发展的不适应将会带来社会治理的不确定性增加、家庭功能和发展能力削弱等问题。为此,需要加强理性认知、凝聚社会共识,树立老龄社会主流化思想,推动形成人人参与、人人共建、人人共享的经济社会适老化转型的良好局面;将适老化转型融入坚持改革开放、经济高质量发展、新型城镇化等一系列国家战略体系框架下统筹布局,推进及时应对、综合应对、科学应对;统筹各方资源,激发整体活力,推动对基础设施等“硬件”场域的适老化改造和制度、文化、数字智能应用等“软件”场域的适老化转型。

In the current and future promotion of Chinese path to modernization, the deepening of population aging is the biggest structural variable affecting economic and social development. Population aging is not a problem in itself, but the mismatch between aging and socioeconomic development will bring about increased uncertainty in social governance and weakened family function and development capacity. In this regard, it is necessary to strengthen rational cognition, consolidate social consensus, push for mainstream thinking of the aging society, and promote the formation of a favorable situation of aging-appropriate transformation of the economy and society, which is participated in, built and shared by everyone. In addition, we should integrate the agingappropriate transformation into the framework of a series of national strategies such as reform and opening up, high-quality economic development and new-type urbanization, promote timely, comprehensive and scientific responses, coordinate resources from all sectors, stimulate overall vitality, and promote the aging-appropriate transformation of "hardware" fields such as infrastructure and "software" fields such as institutions, culture and digital applications.
