Reconstructing Resource Linkage: How Can Chinese Multinational Enterprises Break the Overseas Technology Blockade

近年来,以美国为首的发达国家不断升级实体清单、长臂管辖、污名化等恶意举措,持续加强技术封锁,致使中国跨国企业以战略资产寻求为目的的国际扩张备受压制,严重阻碍了海外优势资源的有效获取。然而,在此严峻情境下中国跨国企业如何重构资源获取途径,打破海外技术封锁,尚未得到清晰揭示。本文从双向资源连接的视角出发,选取银龙基于国内循环的母国资源连接、特变电工基于国际循环的海外资源连接进行双案例对比分析,提炼了海外技术封锁持续加剧下的中国跨国企业双向资源连接的构建过程及其基于复合杠杆效应的作用放大机制。本文的研究发现可为中国跨国企业如何充分利用国内、国际两种资源提供理论支撑和实践启示。

In recent years, developed countries led by the United States have continuously upgraded the entity list, abused longarm jurisdiction, stigmatization and other malicious measures have continued to intensify technological blockade, resulting in the suppression of the international expansion of Chinese multinational enterprises for the purpose of seeking strategic assets, which has seriously hindered Effective acquisition of overseas advantageous resources. However, it has not yet been clearly revealed how Chinese multinational companies can reconstruct resource acquisition channels to break the overseas technology blockade under this severe situation.Based on the double circulation development strategy, this paper focuses on two-way resource linkage, and chooses Yinlong’s home country resource linkage based on domestic cycle and TBEA’s overseas resource linkage based on international cycle to carry out a comparative analysis of two cases. The case study finds that,first, in the face of the increasingly intensified overseas technology blockade, technology-oriented multinational enterprises abandon the fantasy of “buying” and “swapping market for technology” of overseas technology, and tend to construct home country resource linkage based on domestic cycle. Market-oriented multinational enterprises avoid direct technology disputes as much as possible, and tend to construct overseas resource linkage based on international cycle. Secondly, the construction process of two-way resource linkage has differentiated path characteristics and key challenges.Among them, the top-down construction process of home country resource linkage can quickly alleviate the ambiguity of outsiders’ identity and market demand, while the peripheral and centered construction process of overseas resource linkage can effectively deal with the disadvantages and stigmatization labels of challengers.Thirdly, two-way resource linkage with different resource relationship attributes(competitive and symbiotic) have differentiated compositional leverage effect. The findings of this paper provide theoretical support and practical enlightenment for Chinese multinational enterprises to make full use of both domestic and international resources.
