密云区入河排口分类分级管控的总体研究

Research on Classification and Hierarchical Management of River Outfalls in Miyun District

为了持续提升密云区水生态环境质量,文章聚焦密云区入河排口,从分级分类、排查、监测、溯源、整治、管理等方面提出了入河排口闭环管理体系。根据排放水质是否达到受纳水体水功能标准,将入河排口分为入河排水口和入河排污口两类。以入河排口排查、监测及溯源结果为依据,制定入河排污口整治要求。从入河排口长效管控角度,提出入河排口编码、设置标志牌、规模排口自动监测、信息化管理平台及动态更新机制等措施。密云区入河排口闭环管理体系的提出,对环境管理部门建立入河排口管理体系和提升水环境精细化管理水平具有重要的参考意义。

In order to continuously improve the quality of the water ecological environment in Miyun District,this paper focused on the river outfalls in Miyun District to establish a closed-loop management system for the river outfall from the aspects of classification,investigation,monitoring,source tracing,remediation,and management.According to whether the discharge water quality meets the water function standard of the receiving water body,the river outfallswere divided into river discharge outfalls and river sewage discharge outfalls.Based on the results of investigation,monitoring and traceability of the river sewage discharge outlets,the study proposed the requirements for the remediation of the river sewage discharge outlets.From the perspective of long-term management and control of river outfalls,measurements such as coding of river outfalls,setting up signs,automatic monitoring of large outfalls,information management platform and dynamic update mechanism were proposed.The proposal of the closed-loop management system for river outfalls in Miyun District has important reference significance for environmental management departments to establish a river outfall management system and improve the level of refined management of water environment.
