黄河发展绿色航运的现状、问题与建议

Present Situation,Problems and Suggestions of Developing Green Shipping in Yellow River

水路运输是最为经济、绿色的运输方式,黄河航运业对全流域生态治理、经济发展起到支撑作用,推进黄河航运绿色高效发展已刻不容缓。当前黄河发展绿色航运条件尚未成熟,仍存在航道复杂通航困难、基建滞后隐患仍存、船舶污染防治不足、科技匮乏能源低效等问题。为推动黄河流域绿色航运长远发展,建议明确全流域分段分级通航的治理模式,助力航道优化;构建现代化港区基建规划,并保障航运安全;鼓励航运环保设施建设,规避船舶、港口及航道污染;打造智能化绿色航运科技创新平台,构建黄河流域自主科研、智能创新、高效管控的综合体系。

Waterway transportation is the most economical and green mode of transportation.The shipping of the Yellow River plays a supporting role in the ecological governance and economic development of the whole basin.It is urgent to promote the green and efficient development of the Yellow River shipping.At present,the conditions for developing green shipping in the Yellow River are not mature.There are still some problems,such as complex navigation channels,difficulties in navigation,lagging infrastructure,insufficient ship pollution prevention and control,lack of science and technology,low energy efficiency and so on.To promote the long-term development of green shipping in the Yellow River basin,it is suggested to clarify the regulation mode of navigation by sections and levels throughout the basin to help optimize the waterway by building a modern port area infrastructure plan and ensure shipping safety.The studyencouraged the construction of shipping environmental protection facilities to avoid pollution from ships,ports and waterways,build an intelligent green shipping technology innovation platform,promote the application of new energy and clean energy,and build a comprehensive system of independent scientific research,intelligent innovation and efficient management and control in the Yellow River basin.
