乡村治理过程中的注意力配置研究——基于92个“全国乡村治理典型案例”的文本分析

Research on Attention Allocation in Rural Governance:Text Analysis Based on 92 Typical Cases of Rural Governance Nationwide

乡村治理成效在很大程度上受制于治理主体的注意力分配情况。梳理乡村治理典型经验,有助于为乡村合理配置注意力,进而提升乡村治理效能。基于注意力配置理论,利用NVivo11软件对92个“全国乡村治理典型案例”进行文本分析,发现乡村有效治理的注意力配置呈现出以下规律:从整体来看,以“群众”“治理”为治理焦点;从配置指向来看,关注于“提升治理能力”“加强制度保障”和“优化治理工具”;从具体分配来看,关注于党的领导,强化治理支持,鼓励村民参与,完善民主协商,加强制度化、标准化、网格化管理和积分制管理;从地域和层级分布来看,东部、中部县乡两级政府关注于“提升治理能力”和“加强制度保障”,而西部县乡两级政府则关注于“提升治理能力”。此外,乡村治理越来越重视数字赋能、协商自治、精准治理和制度建设。

Effective rural governance is largely dependent on the attention distribution of the governance subjects.Studying the successful experiences of rural governance will help to provide reference for the rational allocation of attention and promotion of effective rural governance.Based on the attention allocation theory,this paper analyzes the texts of 92typical cases of rural governance nationwide by means of NVivo11.It finds that the attention allocation of effective rural governance in these 92cases has the following features.Generally,“the masses”and“governance”are the focus of governance;Specifically,the cases focus on the Party’s leadership,strengthen governance support,encourage villagers to participate,improve democratic consultation,and improve institutionalization,standardization,grid management and point system management;(3)In terms of configuration,the cases concentrate on“improving governance capability”,“strengthening institutional guarantee”and “optimizing governance tools”;In terms of regional and hierarchical distribution,county and township governments in the eastern and central parts give priority to“improving governance capability”and“strengthening institutional guarantee”,while those in the western part pay more attention to the improvement of governance capacity.The study also finds that effective rural governance pays increasing attention to digital empowerment,negotiation autonomy,precise governance and system construction.
