原油成品油码头油气回收现状、问题与对策

Current Situation,Problems and Countermeasures of Oil Vapor Recovery in Crude Oil and Refined Oil Terminal

“十一五”以来,交通运输部陆续通过应用鼓励、试点推动、标准完善等工作,推动了原油成品油码头油气回收工作,但该工作仍存在码头已建油气回收设施闲置、船舶不具备作业条件等问题。本文梳理了目前我国码头油气回收现状,介绍了码头油气回收的作业条件,提出了目前原油成品油码头油气回收工作中存在的船舶未配套油气收集系统、部分船岸安全装置等关键设施存在质量问题和未建立有效的船岸安全环保管理制度等主要问题,并提出了推进船舶油气回收设施改造、加强码头油气回收设施监管、建立并落实油气回收相关管理制度等对策。

Since the 11th Five-Year Plan, the Ministry of Transport has promoted oil vapor recovery in crude oil and refined oil terminal through application encouragement,pilot promotion and standard improvement.However, there are still some problems,such as the oil vapor recovery facilities of terminal are idle and ships are lacking of working conditions. This paper presents the current situation of oil vapor recovery in terminal,introduces the working conditions of oil vapor recovery in terminal,and puts forward the main problems existing in oil vapor recovery in crude oil and refined oil terminal,such as the ship is not equipped with oil vapor collection system some shipshore safety devices and other key facilities have quality problems,and no effective shipshore safety and environmental protection management system has been established. Some countermeasures are put forward, such as promoting the transformation of oil vapor recovery facilities on ships,strengthening the supervision of oil vapor recovery facilities at terminals and establishing and implementing the relevant management system of oil vapor recovery.
