Comprehensive Evaluation and Empirical Research on the High-quality Development of Sports Industry in the New Era

新时代体育产业高质量发展目标的有效实现需以指数为引导,并建立科学的评价反馈机制。以体育产业高质量发展综合评价为研究目标,构建体育产业高质量发展评价指标体系,运用“纵横向”拉开档次法、探索性空间数据分析等评价模型及统计面板数据,就2014—2019年上海体育产业高质量发展演化过程给予实证研究。研究发现,良好的发展机遇、完善的产业政策和活跃的市场主体等是体育产业高质量发展综合水平不断提升的主要原因;体育产业高质量发展指数较高的地区体育市场发达、总部效应明显,体育产业已成为这些地区经济发展的新增长点;体育产业发展较好的地区在发展优势和发展方向上差异较大,具有明显的地域特色;在区域体育产业高质量发展过程中往往伴随空间集聚效应。为推动我国体育产业高质量发展,提出以下宏观引鉴:完善、推广体育产业高质量发展评价机制;把握体育产业高质量发展关键、精准发力;因地制宜探索差异化、特色化的发展路径;建立区域体育产业高质量发展的协调机制;激发体育产业创新活力,提升生产效率水平。

The effective realization of the high-quality development goal of sports industry needs to be guided by the index and establish a scientific evaluation and feedback mechanism in the new era.Taking the comprehensive evaluation of the high-quality development of the sports industry as the research goal,we constructed an evaluation index system and used the“vertical and horizontal”scatter method,exploratory spatial data analysis and statistical panel data to make an empirical study on the evolution process of the high-quality development of the sports industry in Shanghai from 2014 to 2019.It is found that good development opportunities,perfect industrial policies and active market players are the main reasons for the continuous improvement of the high-quality development level of sports industry.Areas with high index have developed sports market and obvious headquarters effect.Sports industry has become a pillar industry of economic development in these areas.The regions with better development of sports industry have great differences in development advantages and development direction,and have obvious regional characteristics.The high-quality development of regional sports industry is often accompanied by spatial agglomeration effect.We put forward the following macro references:Improve and promote the evaluation mechanism of high-quality development of sports industry;Grasp the key to the high-quality development of the sports industry and make accurate efforts;Explore the development path of differentiation and characteristics according to local conditions;Establish a coordination mechanism for the high-quality development of regional sports industry;Stimulate the innovation vitality of the sports industry and improve the level of production efficiency.
