省域高校分类评价的现状、问题及改革路径 被引量:8

摘要 分类评价是推动高校分类发展的重要抓手,是我国高等教育发展的重要政策导向。在中央政策的引导下,部分省份对高校分类评价做了初步探索。目前省域高校分类评价实践存在分类框架科学性不足,分类评价的引领力有待提升;评价导向仍然存在“五唯”倾向,结果性评价占据主导地位;评价结果与利益捆绑过度,结果运用重功利、轻价值;评价范式呈“支配管理”模式,多元主体评价体系尚未形成等问题。未来省域高校分类评价应着力构建科学的分类体系,强化评价指标的引领力;坚持育人为本的评价导向,建立完备的评价体系;坚守评价的多元价值,提升以评促建的评价功能;强调协商对话的合作导向,坚持多元主体共同建构。 Classification evaluation is not only an important starting point to promote the classification development of universities, but also an important policy orientation for the development of higher education in our country. Based on the guidance of the central policy, some provinces have made a preliminary exploration on the classification evaluation of colleges and universities. Currently, there are some problems in the practice of classification evaluation in provincial universities, such as the lack of scientific classification framework, the leading power of classification evaluation needs to be improved, the orientation of evaluation still has the tendency point of Five-Only, and the outcome evaluation occupies a dominant position, and the evaluation results are over bound with interests. Results the use of utilitarian, lighting value and evaluation paradigm is a dominant management model, and the multi-subject evaluation system has not yet been formed. In the future, the classification evaluation of provincial universities should focus on building a scientific classification system, strengthening the leading power of evaluation indicators, adhering to the education-oriented evaluation orientation, establishing a complete evaluation system, and adhering to the multiple values of evaluation, enhancing the evaluation function of promoting construction by evaluation;emphasize the cooperation orientation of consultation and dialogue and build a multi-subject community.
