城市社区网格化治理中的政党整合逻辑

Integration Logic of Political Party in Grid Management of Urban Communities

党组织是我国城市基层治理的关键主体与核心力量。以江苏省Z社区为考察样本,从“政党整合”的角度出发,探讨城市社区网格化治理中基层党组织的行动逻辑。“政治整合、组织整合、资源整合、技术整合”是网格化治理中基层党组织的主要表现:在政治整合上,通过方向引领与规则制定营造网格治理运行的政治生态;在组织整合上,通过柔性嵌入、服务吸纳与党群协同的方式统合多元化的组织力量;在资源整合上,通过赋权街道党工委和社区党建引领的方式促进部门协同与属地资源共享;在技术整合上,通过信息的智能化采集与归类处理重塑行政治理手段并再造城市管理流程。本质上,“政党整合”的治理逻辑是对基层社会秩序重建的一种创新实践探索,反映了中国共产党回应基层治理危机强大的调适能力,有助于推动国家社会关系的重构,并建构中国本土化的基层治理理论体系。

The Communist Party of China has always been the key body and core force of urban grassroots social governance in China.Taking the Z community in Jiangsu Province as the research object,this paper focuses on the action logic of the party organization in the grid management of urban grass-roots communities from the perspective of political party integration.It is found that the integration of grass-roots party organizations in the grid management of urban communities mainly includes integration of politics,organizational integration,resource integration and technical integration.In terms of integration of politics,the political ecology of grid management operation is created mainly through direction guidance and rule making.In terms of organizational integration,it focuses on integrating diversified organizational forces by means of flexible embedding,service absorption and party-mass collaboration.In terms of resource integration,it mainly promotes the sharing of resources among departments by empowering the street party working committee and the community party building.In terms of technology integration,the process of urban management is reconstituted mainly through the intelligent collection and classification of information.In essence,the governance logic of political party integration is an innovative practice for the reconstruction of grass-roots social order,which reflects the CPC's strong adaptability to the crisis of grass-roots governance.It is helpful to promote the reconstruction of state-social relations,and construct the local grassroots governance theory system in China.
