中国城镇化率影响全要素碳排放效率的空间效应和传导机制研究 被引量:1

On the Spatial Effects and Transmission Mechanism of China’s Urbanization Rate Affecting the Total-factor Carbon Emission Efficiency

摘要 伴随中国经济社会进入新发展阶段,新型城镇化建设和绿色低碳发展面临新要求和新挑战,促进城镇碳减排是我国实现碳达峰、碳中和目标的关键。本文选取2000~2019年中国省际面板数据,基于全要素碳排放效率角度,考察中国城镇化率影响全要素碳排放效率的空间效应和传导机制,对协同推进中国城镇化建设和“双碳”目标实现的路径进行探索。研究结果表明,中国城镇化率对全要素碳排放效率提升具有正向促进作用,且存在正向空间溢出效应,产业结构、技术创新、人力资本和生活消费在影响产生过程中表现出差异化中介效应。在全要素碳排放效率约束下,加快推进中国新型城镇化进程,应深入贯彻落实新发展理念,尊重区域发展差异,提升政策举措的科学性和针对性,加快产业结构优化升级、促进绿色低碳技术创新研究应用、不断优化人力资本结构、积极倡导绿色低碳生活。 With China’s economy and society entering a new stage of development,its new urbanization construction and green and low-carbon development are facing new requirements and challenges.Promoting the urban carbon emission reduction is the key to achieving the carbon emission peaking and carbon neutrality in China.From the perspective of total-factor carbon emission efficiency,this paper selects China’s inter-provincial panel data from 2000 to 2019,and examines the spatial effects and transmission mechanism of China’s urbanization rate affecting its total-factor carbon emission efficiency,explores the approaches to realizing the goals of its urbanization construction and carbon emission peaking and carbon neutrality.It concludes that China’s urbanization rate has a positive effect on the improvement of the total-factor carbon emission efficiency,and there is a positive spatial spillover effect.The industrial structure,technological innovation,human capital and living expenses play a differentiated intermediatory role in the impact process.Under the constraints of the total-factor carbon emission efficiency,the promotion of China’s new urbanization relies on the following:it is necessary to thoroughly implement the new development concept,respect differences in regional development,improve the scientific and targeted policy measures,accelerate the optimization and upgrading of the industrial structure,promote the research and applications of green and low-carbon technological innovation,continuously optimize the structure of human capital,and actively advocate a green and low-carbon life.
