基层医疗机构安全管理现状与责任清单运用研究

Research on current situation of safety management and application of responsibility list in primary medical institutions

文章针对基层医疗机构在日常安全管理过程中存在的诸多问题,从政府相关政策文件要求和部分学者的安全管理技术研究成果着手,结合成都市某地区44家基层医疗机构现场调研分析结果,以安全管理责任清单运用为抓手,从地方行业主管部门、属地综合监管部门和基层医疗机构3方面提出安全管理措施与建议,明确各层级安全管理责任,提升政府主管部门监管效能,改善医疗机构自身的安全管理能力和保障其安全平稳运作。

In view of the many problems existing in the daily safety management process of primary medical institutions, starting from the requirements of relevant government policies and documents and the research results of safety management technology of some scholars, combined with the field investigation and analysis results of 44 primary medical institutions in the certain area of Chengdu, use the safety management responsibility list as the starting point, safety management measures and suggestions were put forward from three aspects: local industry authorities, territorial comprehensive supervision authorities and primary medical institution, clarify security management responsibilities at all levels, so as to enhance the supervision efficiency of government authorities, improve the safety management ability of medical institutions and ensure their safe and stable operation.
