大学内外部治理关系的逻辑、调适与中国情境

The Logic,Adjustment and China’s Situation of University Internal Governance and University External Governance

通过建构大学内外部治理之间的新型关系以实现中国大学治理现代化,是推进国家治理体系和治理能力现代化的题中应有之义。正确理解大学内外部治理之间的复杂关系,需要从价值逻辑、政治逻辑、行政逻辑、社会逻辑和文化逻辑等多向度关系逻辑加以把握。依据不同关系逻辑的主导地位和影响力强弱,将大学内外部治理关系调适模式划分为科层式调适模式、法人型调适模式和市场化调适模式等三类。在客观分析中国大学内外部治理关系现状的基础上,立足大学治理的中国特色对其前景进行了展望。最后,围绕“构建政府、学校、社会之间新型关系,更好发挥市场作用”这一目标,提出了以实现党的领导、政府主导、社会参与、高校自主与有效市场相结合的中国特色大学内外部治理关系调适模式的建构策略。

Constructing the new relationship betweenuniversity internal governance and university external governance to realize the modernization of university governance is the meaning of promoting the modernization of national governance system and governance capacity.To understand the complex relationship between university internal governance and university external governance correctly,we need to grasp the multi-dimensional relationship logic such as value logic,political logic,administrative logic,social logic and cultural logic.According to the dominant position and influence of different relationship logics,the adjustment modes of university internal governance and university external governance relations are divided into three types:bureaucratic adjustment mode,legal person adjustment mode and market adjustment mode.Based on an objective analysis of the current situation of the internal and external governance relations in Chinese universities,this paper looks forward to its prospects.Finally,centering on the goal of“building a new relationship between the government,schools and society,and giving better play to the role of the market”,this paper puts forward the construction strategy of the adjustment mode of university internal governance and university external governance relations in universities with Chinese characteristics,which combines the leadership of the Party,guidance of the government,social participation,university autonomy and effective market.
