天然气开发对标管理指标体系及评价方法

A benchmarking management index system and an evaluation method for natural gas development

对标管理是提高企业核心竞争力最直接有效的管理方法之一,在跨国企业中得到了广泛应用,国内知名企业也在逐步推广应用该管理方法来提升企业管理水平和竞争实力。为进一步提高天然气开发生产管理水平,构建了一套具有3单元、2维度、3层级的天然气开发对标管理指标体系,在此基础上利用功效系数法建立了一套对标管理评价方法并开展了对标评价研究和实际应用。研究结果表明:(1)构建的开发对标管理指标体系,能够全面、客观、定量地反映公司和所属生产单位的开发技术水平、生产管理水平和可持续发展能力;(2)基于功效系数法制定的开发对标管理评价方法,能够简单有效地将指标值转化为百分数,从而在生产单位之间开展横向对比;(3)对标管理基于先进、成熟的国际管理经验,能够精准地反映问题,暴露短板,方法简单有效,有助于大幅度提升企业的管理水平。结论认为,通过开展天然气开发对标管理研究,可以精确评价生产单位的工作水平、精准引导生产单位的整改方向、提高开发水平。本次研究构建的天然气开发对标管理指标体系和评价方法对其他油气田公司开展类似工作具有一定的借鉴和参考意义。

Benchmarking management is one of the most direct and effective management methods to improve the core competitiveness of enterprises and is widely used in multinational enterprises. Domestic well-known enterprises gradually promote and apply this management method to improve their management level and competitiveness. In order to improve the natural gas development and production management level further, this paper constructs a set of benchmarking management index system for natural gas development,which has three units, two dimensions and three layers. Based on this, a set of benchmarking management evaluation method is established by means of the efficiency coefficient method, and benchmarking evaluation is researched and applied practically. And the following research results are obtained. First, the constructed benchmarking management index system for natural gas development can reflect the development technology level, production management level and sustainable development ability of the company and its subordinate production units comprehensively, objectively and quantitatively. Second, the benchmarking management evaluation method established on the basis of efficiency coefficient method can convert the index value into percentage easily and effectively, so as to carry out horizontal comparison between production units. Third, benchmarking management is based on advanced and mature international management experience and can accurately reflect problems and expose weak links, and the method is simple and effective, which is conducive to improve an enterprise’s management level greatly. In conclusion, the research on the benchmarking management of natural gas development can accurately evaluate the work level of production units, and precisely lead the rectification direction of production units, so as to improve the development level. The benchmarking management index system and evaluation method for natural gas development constructed in this paper are of certain reference significance to the similar work of other oil and gas field companies.
