网络意识形态安全的特殊样态及其困境治理——基于总体国家安全观的视角

The Special form of Network Ideology Security and Its Dilemma Management——From the Perspective of the Overall National Security Concept

从总体国家安全观的视角出发,分析意识形态风险与网络技术安全的内生交互结构,可以看出,网络意识形态安全兼具传统与非传统安全、虚拟与现实表达、网民与公民双重身份等特性。网络意识形态安全问题源自网络,又超乎于网络,是主流意识形态安全在网络阵地中的拓展、延伸。当前,我国网络意识形态安全面临着主流话语消弭、主体镜像认知模糊、多元化价值导向冲击的严峻形势。为此,我们应从总体国家安全观的视角出发,廓清网络意识形态的内涵与边界,坚持马克思主义在网络意识形态领域的指导地位,强化舆论安全与互联网发展之间的联系互动,构建网络公共舆论秩序的合理规制,坚持防管并用,不断提升新时代我国网络意识形态安全建设的实效性。

From the perspective of the overall national security concept, the internal interaction structure of ideological risk and network technology security is analyzed. It can be seen that the network ideology security has the characteristics of both traditional and non-traditional security,virtual and real expression,a dual identity of netizens and citizens. The problem of network ideological security originates from the network,but goes beyond the network. It is the expansion and extension of the mainstream ideological security in the network position. At present, the ideological security of Chinese network is facing a serious situation of mainstream discourse elimination,subject mirroring cognition ambiguity, and diversified value-oriented impact. Therefore, we should start from the perspective of the overall national security concept,clarify the connotation and boundary of network ideology,adhere to the guiding position of Marxism in the field of network ideology,strengthen the connection and interaction between public opinion security and the development of the Internet,construct reasonable regulation of network public opinion order, and adhere to the combination of prevention and management, so as to constantly improve the effectiveness of our network ideology security construction in the new era.
