面向基干队伍的电网企业应急救援情境构建——以超强台风为例

Emergency Scenarios Construction of Grassroots Emergency Team in the Power Grid Industry Taking Super Typhoon as an Example

为解决电力企业在应急救援中基干队伍对应急任务识别困难的问题,基于“情境—后果—任务”的情境构建路径,结合一线基干队伍应急救援的实践经验和现实需求,以超强台风为例,构建面向基干队伍的应急救援情境模型,从电力应急系统的视角出发,分析基干队伍面对超强台风时的应急处置流程和信息传递过程,凝练形成了针对性的基干队伍应急任务清单,以指导电力系统基干队伍在应急救援中更好地识别应急任务。

In order to solve the problem that grassroots teams are difficult to identify emergency tasks in the emergency rescue of electric power enterprises,in this paper,the super typhoon was taken as an example to construct the grassroots-team-oriented scenario mode for the emergency rescue based on the"scenario-consequence-task"construction path and combined with the practical experience and real needs of the first-line grassroots emergency teams in the emergency rescue.The emergency disposal process and information transmission process of grassroots emergency teams in the face of the super typhoon were analyzed from the perspective of the electric power emergency system.The targeted emergency task list of grassroots teams was extracted and formed to guide grassroots teams of the electric power system to better identify emergency tasks in the emergency rescue.
