大理州烟草专卖局(公司)网格化管理与双重预防机制的融合应用

Integrated Application of Grid Management and Dual Prevention Mechanism of Dali Tobacco Monopoly Administration(Company)

为了构建适合于烟草行业的双重预防机制,云南省大理州烟草专卖局(公司)在国家、烟草行业和云南省烟草专卖局(公司)的要求下,创新全员网格化安全管理,并将全员网格化安全管理与双重预防机制有机融合,建立起安全生产工作“层层负责、人人有责、各负其职”的工作体系。结果表明:这种融合既能够解决风险分级管控“落实难”、隐患排查治理“不及时”、欠缺专业知识“干不好”等问题,也能有效落实全员安全生产责任制,持续推进双重预防机制建设。

In order to build a dual prevention mechanism suitable for the tobacco industry and meet the requirements of the state,the tobacco industry and Yunnan Provincial Tobacco Monopoly Bureau(company),the all-member grid safety management has been innovated,and a work system of"responsible at all levels,everyone responsible,and each responsible"for safety production was established by Yunnan Dali Tobacco Monopoly Bureau(company)through the organic integration of the all-member grid safety management and the dual prevention mechanism.The results show that this integration can not only solve the problems of"difficult implementation"of hierarchical risk control,"not timely"of hidden danger investigation and control,and"poor performance"of lack of professional knowledge,but also effectively implement the responsibility system for safety production of all staff,and continuously promote the construction of dual prevention mechanism.
