燃气管道安全保护范围与安全净距关系的探讨

Discussion on the Relationship between Safety Protection Scope and Net Distance of Gas Pipelines

以解决燃气经营企业与第三方施工单位在燃气管道保护范围与安全净距产生的分歧为出发点,通过梳理燃气相关管理条例、标准、规范,着手研究和论证燃气管道保护范围与安全净距的关系。通过探讨,得出以下三点结论:一是安全保护范围与安全净距是两个不同的概念;二是“废止规范的强制性条文”,只是废止了相关条文的强制性,并不是对相关条文废弃不用;三是燃气管道保护范围的要求与燃气管道水平净距要求并不冲突。

In order to resolve the difference between Gas Enterprise and a third-party contractor in regard to safety protection scope and net distance of gas pipelines,through combing through gas related management regulation,norms and standards,and studying and demonstrating the relationship between safety protection scope and net distance of gas pipelines,the following three conclusions are drawn.Firstly,safety protection scope and net distance are two different concepts.Secondly,“the abolition of the mandatory provisions of the standard”is only to abolish the mandatory provisions of the relevant provisions,not to abolish the relevant provisions.Thirdly,there is no conflict between the requirement of protection scope and horizontal net distance of gas pipelines.
