广西推动向海经济发展的实践与思考

The Practice and Thinking of Guangxi′s Economic Development Towards the Sea

文章从地理区位、系统理论、经济实证3个维度,论证向海经济是广西经济高质量发展的必然选择,通过近年来广西发展向海经济的具体实践,总结在凝聚共识推动向海开放发展、构建向海经济发展政策体系、打造向海经济现代产业体系、构建向海发展交通枢纽网络、实施向海发展科技创新行动、推动向海开放合作全面升级6个方面的成效和经验,分析制约向海经济发展的4个突出问题,提出加快广西向海经济高质量发展的对策建议。

From the three dimensions of geographical location, system theory and economic demonstration, this paper demonstrated that the sea oriented economy was the inevitable choice for the high-quality development of Guangxi′s economy. Through the specific practice of Guangxi′s development of the sea oriented economy in recent years, the following six aspects were summarized: building consensus to promote the opening-up and development of the sea oriented economy, building the policy system for the development of the sea oriented economy, building the modern industrial system of the sea oriented economy, building the transportation hub network for the development of the sea oriented economy, implementing the scientific and technological innovation action for the development of the sea oriented economy, and promoting the comprehensive upgrading of opening-up and cooperation to the sea. The paper analyzed four prominent problems restricting the economic development of the sea, and put forward countermeasures and suggestions to speed up the high-quality development of Guangxi′s marine economy.
