马克思土地产权理论下我国农地产权制度改革研究

农村是乡村振兴的主要阵地,农村经济社会发展中最关键的要素是土地。运用马克思土地产权理论分析我国农地产权制度改革发现,其面临产权权能不明,经营权确权工作不完善,市场管理机制不健全,流转市场机制有待完善,流转市场规模有待扩大,农户保障制度不完善,部分农村用地规划不规范、随意性较大、土地征用价格不合理等问题,因而应在改革中进一步明晰土地产权,坚持土地公有,做好确权登记工作,完善经营权相关法律法规,借鉴产权商品化及配置市场化理论加速土地流转,完善市场流转机制,加大宣传,做好农户的思想工作,扩大市场交易规模,根据地租理论完善农地征用制度,规范用地,简政放权,发挥农户的主体作用。

Rural revitalization has a long way to go. The most critical factor in rural economic and social development is land. The study analyzes rural land property rights system reform in China through Marx Land Property Rights Theory. Property right powers and functions are not clear, authentic right of management right is imperfect, market management mechanism is imperfect, circulation market mechanism needs to be perfect, circulation market scale needs to be enlarged, peasant household insurance system is imperfect, some rural land use planning lacks standardization with great randomness, and the price of land expropriation is irrational. It is suggested to further clarify land property rights, insist on the public ownership of the land, do well in authentic right registration, perfect management right related law and regulation alone, accelerate land circulation through borrowing from property commercialization and configuration marketization theory, perfect market circulation mechanism, promote publicity, do well in the ideological work of farmers, enlarge market transaction scale, perfect rural land expropriation system according to rent theory, standardize land, streamline administration and delegate power to the lower levels, and play the main body role of peasant household.
