摘要
从国家和地方层面来看,研究湖南省水权交易机制具有时效性、必要性和紧迫性。当前,湖南省水权交易机制主要存在水权初始分配不均衡、不合理,水权交易平台边缘化、非专门化,水权交易监管机制不健全,水权交易立法不系统四个方面的问题。鉴于此,可以考虑通过优化水权初始分配、加强水权交易平台建设、健全水权交易监管机制以及促进水权交易立法系统化等举措,进一步完善湖南省水权交易机制。
From the national and local levels,it is timely,necessary and urgent to study the water rights trading mechanism in Hunan Province.Currently,four major problems exist in the water rights trading mechanism in Hunan Province:the unbalanced and unreasonable initial allocation of water rights,the marginalization and non-specialization of water rights trading platform,the imperfect regulatory mechanism of water rights trading,and the non-systematic legislation of water rights trading.In view of this,the water rights trading mechanism in Hunan Province can be further improved by optimizing the initial allocation of water rights,strengthening the construction of water rights trading platform,improving the regulatory mechanism of water rights trading and promoting the systematization of water rights trading legislation.
