“十四五”规划背景下浙江省“未来乡村”建设路径研究——以浙江省文成县为例

Research on the Construction Path of ’Future Village’ in Zhejiang Province under the Background of the 14th Five-Year Plan: Taking Wencheng County, Zhejiang Province as an Example

“十四五”规划背景下,“未来乡村”建设将成为数字化助力乡村振兴的新路径与新思路。本文在梳理浙江省“未来乡村”试点建设进展的基础上,总结“未来乡村”建设实践经验与不足,并以浙江省温州市文成县为例提出可供全省参考借鉴的“未来乡村”具体建设路径。研究分析表明:(1)系统总结发展经验,推广先进范式,形成统一概念与标准是“未来乡村”建设的重点;(2)浙江省各地市“未来乡村”建设多借鉴未来社区经验,且契合乡村振兴、基本实现农业农村现代化等阶段性目标;(3)“未来乡村”应抓住建设主线,坚持问题导向、目标导向,平衡“技术”与“人本”,从而实现乡村永续发展。

Under the background of the 14th Five-Year Plan, the construction of ’future village’ will become a new path and new idea for digitization to help rural revitalization. On the basis of sorting out the progress of ’future village’ pilot construction in Zhejiang Province, this paper summarizes the practical experience and deficiencies of ’future village’ construction, and takes Wencheng County, Wenzhou City, Zhejiang Province as an example to propose a specific ’future village’ construction path for the province’s reference. Research and analysis show that:(1) Systematically summarizing development experience, promoting advanced paradigms, and forming unified concepts and standards are the focus of ’future village’ construction;(2) ’Future village’ construction in various cities in Zhejiang Province will draw on future community experience, and it is in line with rural revitalization and basic realization of agriculture rural modernization and other phased goals;(3) In the future, villages should grasp the main line of construction, adhere to problem-oriented, goal-oriented, and balance ’technology’ and ’people-oriented’,so as to achieve sustainable rural development.
