乡村治理数字化转型的探索、经验与启示——以浙江湖州和山东淄博为例

乡村治理与数字技术的深度融合是未来乡村治理的发展趋势。浙江省湖州市和山东省淄博市通过推进新型基础设施建设、构建数字治理平台以及将数字技术与医疗、养老、垃圾回收、安全防护等公共服务相融合的实践探索,取得了乡村治理数字化转型的初步成效。探索中虽然也产生了一些问题,但同时也形成了将数字化治理由理念细化为标准、强化数字治理平台地方特色、以简易便捷提升数字治理可及性等有益经验,并从乡村治理数字化转型的可行性、支持力来源、信息分配等角度为其他地区的乡村治理数字化转型提供了一些启示。

The deep integration of rural governance and digital technology is the development trend of rural governance in the future.Huzhou city,Zhejiang province and Zibo city,Shandong province have achieved initial results in the digital transformation of rural governance by promoting the construction of new infrastructure,building a digital governance platform,and integrating digital technology with public services such as medical care,elderly care,garbage recovery,and security protection.Although some problems have also emerged in practice,the following experiences have also been formed,including refining the concept of digital governance into standards,strengthening the local characteristics of the digital governance platform,and improving the accessibility of digital governance with simplicity and convenience.Finally,the paper provides the implications of the digital transformation of rural governance for other areas from the perspectives of the feasibility,support sources and information distribution.
