监控录像由于其自身具备的连续性、先进性、动态性、广泛性等特点,能够真实地反映出火灾发生前后事故现场的实际情况,在火灾事故调查工作开展过程中发挥着越来越重要的作用。但是,由于监控录像存储介质相对较为特殊,在保存过程中极易受到不同程度的损坏,导致零星的视频片段根本无法作为具有法律效力的证据。因此,如何有效利用监控录像并充分发挥其在火灾事故调查中的实际作用,是我国各界火灾事故调查工作人员亟待解决的首要问题。

Surveillance video has the characteristics of continuity,advancement,dynamics and breadth,which can truly reflect the actual situation of the accident scene before and after the fire.It plays an increasingly important role in the process of fire accident investigation.However,due to the relatively special storage medium of surveillance video,it is extremely vulnerable to different degrees of damage during the preservation process,resulting in sporadic video clips that cannot be used as evidence with legal effect at all.Therefore,how to effectively use surveillance video and give full play to its actual role in fire accident investigation is the primary problem to be solved urgently by fire accident investigation staff from all walks of life in our country.
